NAPO has experienced several victories in recent weeks in their efforts to push forward positive legislation for law enforcement. The Senate passed the Public Safety Officers’ Benefits (PSOB) Improvement Act of 2016; the House passed the 21st Century Cures Act, a sweeping medical innovation package that includes new research funding, mental health and criminal justice reforms, and grants to fight opioid abuse; the House passed the National Defense Authorization Act (NDAA), without a provision that would have codified President Obama’s executive order restricting state and local law enforcement’s access to lifesaving, surplus military equipment; and the House passed the Justice for All Reauthorization Act (JFAA), sending it to the President’s desk to be signed into law. In June, the Senate passed the JFAA, which increases resources devoted to DNA and other forensic technology, establishes safeguards to prevent wrongful convictions, and enhances protections for crime victims.
