Karoub Report – July 2020

Posted by: jgomori Posted date: July 23, 2020

The Legislature approved measures designed to resolve a $2.2 billion hole in the state’s current budget using mostly federal money, $350 million from the Rainy Day Fund, fund shifts, and $483 million in hard cuts; With COVID-19 at the highest level since May, Gov. Gretchen Whitmer has issued her two newest executive orders. The first requires people to wear masks in crowded outdoor spaces, and businesses open to the public are required to refuse entry or service for people who refuse to wear masks. The second clarifies businesses must confirm unmasked customers are not wearing a mask because they cannot medically tolerate it. It also requires public safety officers wear a face covering unless it interferes in the performance of their duties; Whitmer created a nursing home task force to recommend how COVID-19 patients should be treated at these facilities in case a second wave of the virus should occur; The House passed SB 899, which would give the medical community broad immunity protection against potential legal suits dealing with COVID-19 treatment; Unlock Michigan, a ballot committee, had their petition and summary language seeking to repeal a 1945 law giving the Governor emergency powers approved. However, a group called Keep Michigan Safe claims that Board of Canvassers approval was done without proper notice of the vote; State workers, who are union members, must reauthorize membership annually, according to a measure adopted by the Michigan Civil Service Commission.
